The Resident Data Reporting Manual (RDRM) has been updated as of July 1, 2010. This release of the RDRM was necessitated by the Notice released in the Pennsylvania Bulletin on June 26, 2010. This Notice detailed the Department of Public Welfare's plan to change the Grouper used in determining nursing facility residents' CMI scores to the RUG-III v. 5.12-44 Grouper for picture dates affecting the July 1, 2010 rates and forward. In addition, the Notice announced that the Department intends to amend the State Plan and its regulations to require use of the most recent assessment of any type for each resident, whether or not the assessment is comprehensive.

This clarification establishes the separate roles of the survey agency and the quality improvement organization in implementing the CMS Nursing Home Quality Initiative. Information is not routinely shared between the entities.

Information provided by NYAHSA to the NYS DOH regarding updates to the public need estimates for long term care services. The reports suggests that there is no longer a need for additional long term care nursing facility beds. It also suggests that need for other long term care services should be recalulated.

CMS selected the quality measures to use in the nationwide implementation of the Quality Initiative. They are late-loss ADL worsening, pressure ulcers, pressure ulcers with FAP, residents with pain, physical restraints used daily, infections, failure to improve and manage delirium in short-stay residents, failure to improve and manage delirium in short-stay residents with FAP, short-stay residents with pain and short-stay residents with imnprovement in walking with FAP. Once the National Quality Forum reached consensus on its recommendations, CMS will update the measures used.
